AG Hogan: procedural safeguard of a ‘personal interview’ for international protection applicants should be protected

Advocate General Hogan has issued his Opinion in the preliminary ruling case Addis (C‑517/17) today, in which he advises the Court of Justice to find that the procedural safeguard encapsulated in the requirement to conduct a personal interview of applicants for refugee status and international protection should be protected.

The preliminary ruling request comes from the Federal Administrative Court in Germany, which asked whether a personal interview does not have to be carried out when an application is made for refugee status/international protection, under Article 14 of the Procedures Directive 2013/32, when an application was considered inadmissible under Article 33 of that Directive (on the ground that an application was alre
