Analysis: “The EU Health Emergency Response and Preparedness Authority (HERA): Institutional Impact” by Thibaud Deruelle and Elisabet Ruiz Cairó

The Commission Decision establishing a Health Emergency Response and Preparedness Authority (HERA) was adopted and entered into force on 16 September 2021. The Decision accompanies the proposal for a Council regulation ensuring the supply of crisis-relevant medical countermeasures in the event of a public health emergency. The new authority will be in charge of assessing which medical countermeasures EU Member States lack to tackle health threats. HERA will address those vulnerabilities through procurement of medical countermeasures, the promotion of increased stockpiling capacities, as well as support to research and development.
