Can national authorities refuse to enforce a financial penalty imposed in a language that the addressee does not understand? Preliminary ruling request published

Official publication has been made of a request for a preliminary ruling (C-338/20) from the District Court for Central Łódź, Łódź, Poland (Sąd Rejonowy dla Łodzi-Śródmieścia w Łodzi) concerning Council Framework Decision 2005/214/JHA on the application of the principle of mutual recognition to financial penalties and the scope of the powers of Member States’ authorities to refuse to enforce a decision imposing a financial penalty to a person.

The referring court asks the Court of Justice whether the service on a sentenced person of a decision imposing a financial penalty, without providing a translation into a language which the addressee understands, entitles the authority of the enforcing State to refuse to enforce the decision
