Changing spectrum frequencies: State aid in Czechia

The EU has plans to be a leading innovator relating to 5G mobile telecom services, treats spectrum as a good, and aims to ensure the availability of broadband services in rural areas. In particular, it has set out rules on the 700 MHz frequency band in a Council Decision of 2017, pursuant to which digital TV platform operators in Czechia are changing the frequency band in which services are available to lower frequencies.

The approved State aid measure in question is that of Czechia’s planned measures to compensate direct costs incurred by those digital TV platform operators in the spectrum migration.

The Commission based its decision on the fact that the aid was limited to strictly necessary costs for the spectrum migration and found that it had no significant impact on trade and competition.
