Commission Delegated Regulation (EU) 2020/11 of 29 October 2019 now published in the OJ

The Official Journal of the European Union has today published the Commission Delegated Regulation 2020/11 of 29 October 2019 on classification, labelling and packaging of substances and mixtures as regards information relating to emergency health response.

This measure purports to clarify and facilitate implementation of the rules previously introduced by Regulation 2017/542 of 22 March 2017. The Delegated Regulation amends rules to allow for a more streamlined interpretation of them, to improve internal coherence, and to mitigate some unintended consequences that have only become apparent since adoption of that Regulation. Furthermore, the new Implementing Regulation defers the first date for compliance with the Rules set by Regulation 2017/542 from 1 January 2020 to 1 January 2021 in order to allow sufficient time to develop the necessary solutions and make any necessary changes to the new rules.

This Delegated Regulation, adopted on 29 October 2019, shall enter into force on the twentieth day following today’s publication. It shall generally apply and be effective from 1 January 2020, with the exception of some of its rules being effective on 1 January 2021.
