Commission publishes toolkit on mitigation of foreign interference in research and innovation

The European Commission has published a staff working document that aims to help mitigate foreign interference in research and innovation in the EU Higher Education Institutions and Research Performing Organisations (HEIs and RPOs).

The document notes that HEIs and RPOs are often targets of foreign interference attempts. The publication specifically outlines best practices to support them in safeguarding their fundamental values, including academic freedom, integrity and institutional autonomy, as well as to protect their staff, students, research findings and assets.

The document is meant to serve as a toolkit that can help HEIs and RPOs to develop a comprehensive strategy to tackle risks and challenges from abroad covering key areas of attention grouped into four categories: values, governance, partnerships and cybersecurity.
