Council adopts Blue Card Directive to attract highly-qualified workers

The Council of the EU has adopted the so-called Blue Card Directive, which provides for new rules and conditions for the entry and residence of highly skilled non-EU nationals, first proposed in 2016 to attract workers to the EU.

The new rules will replace the existing ones under Directive 2009/50, also known as the EU Blue Card Directive. As previously reported by EU Law Live (here), the main features of the new set of rules include:

(i) an extension of the scope to include non-EU family members of EU citizens and beneficiaries of international protection; (ii) more inclusive admission criteria, such as a reduction of the salary threshold for admission or; (iii) higher intra-EU mobility, by reducing the minimum period of res
