Council agrees negotiating mandate on Digital Green Certificate

The Council of the EU has agreed on its negotiating mandate regarding the European Commission’s proposal to create a Digital Green Certificate that, in practice, would amount to a COVID-19 vaccine-visa, aimed at securing ‘safe free movement inside the EU during the COVID-19 pandemic’.

Under the Commission’s proposal, the Certificate which would be available in digital format, includes a QR code to ensure security and authenticity of the certificate, and be based on a gateway to ensure all certificates can be verified across the EU. It would be proof of COVID-19 vaccination, a negative COVID-19 test result or of prior recovery from the disease.
