Council of Europe: guidelines on assessment, management and reintegration of persons accused or convicted of sexual offences

The Committee of Ministers of the Council of Europe (CoE) has issued a Recommendation to the 47 CoE Members States containing new guidelines regarding the assessment, management and reintegration of persons accused or convicted of a sexual offence.

Drafted by the CoE’s Council for Penological Co-operation (PC-CP) between 2019 and 2020, the Recommendation purports to guide national authorities in their legislation, policies, and practice to prevent and reduce sexual reoffending. It is based on the case law of the European Court of Human Rights (ECtHR) and on reports of the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), as well as on standards and guiding principles enshrined in the C
