Criteria on procedure and legal bases to conclude the Istanbul Convention clarified by the Court of Justice

The Grand Chamber of the Court of Justice has handed down its Opinion in Avis 1/19, on the procedure and EU legal bases to conclude part of the Istanbul Convention. As previously explained in this Insight by Dolores Utrilla and in this Op-Ed by Merijn Chamon, This case raises major issues of procedure in the conclusion of mixed agreements, as well as relevant matters on legal bases and the participation of Member States subject to specific derogations under Protocol 21 (Ireland and Denmark).
