ECA publishes review on EU’s initial response to COVID-19

The European Court of Auditors (ECA) has published a review in which it analyses the EU’s initial response to COVID-19. It is not an audit report, and therefore no conclusions or recommendations have been made. The review deals with the allocation of health competences throughout the EU, the work of the European Centre for Disease Prevention and Control (ECDC), the budget allocation measures, as well as the support toward the development of treatments and vaccines.

ECA notes that the legal framework gives the EU a limited role in dealing with cross-border public health threats, namely by fostering exchange of information, creating joint procurement framework contracts for medical countermeasures and conducting epidemiological surv
