EU submits proposal for multilateral action plan and IP rights in the area of COVID-19 vaccines and treatments to WTO

The EU has just submitted its proposal for a multilateral trade action plan to expand the production of (and ensure universal and fair access to) COVID-19 vaccines and treatments.

The proposal urges fellow WTO members to agree on a set of commitments on (i) limiting export restrictions, thereby ensuring that COVID-19 vaccines, treatments and their components can cross borders freely; (ii) encouraging producers to expand production, while ensuring that those countries most in need of vaccines receive them at an affordable price; and (iii) facilitating the use of compulsory licencing within the current WTO rules (namely under the Agreement on Trade-Related Aspects of Intellectual Property Rights, TRIPS).
