Guidance for Recovery and Resilience plans: environmental, digital and social aspects

Updated guidance (from that provided in September) was announced yesterday by the European Commission, for the benefit of Member States drawing up ‘draft recovery and resilience plans’ pursuant to the Recovery and Resilience Funds, which must be submitted so that Member States can access 672.5 billion euros in EU loans and grants to support reforms and investments in the wake of the COVID-19 pandemic. The guidance sets out that the plans (which must go up to 2026 and include targets, milestones and estimated costs) should be drawn towards the European Pillar of Social Rights, and that the scope of the Recovery Resilience Fund is structured around six pillars:
