Intra-EU travel in COVID-19 times through ‘Digital Green Certificate’: EU’s data protection bodies call for protective legal framework

The European Data Protection Board (EDPB) and the European Data Protection Supervisor (EDPS) have adopted a joint opinion on the European Commission’s proposals for a Digital Green Certificate which would allow travel within the EU amidst COVID-19 restrictions.

This would set up a common for vaccines to be issued, verified and accepted uniformly by all Member States.

The two data protection bodies invite the EU’s co-legislators to first ensure that the proposals are ‘fully in line with EU personal data protection legislation’ (such as by avoiding a central database of personal data at EU level), and it is also noted that fundamental rights risks (such as discrimination) that may emerge as a result should be mitigated.
