Op-Ed: “Contouring the legal effects and judicial review of EU soft law: Balgarska Narodna Banka” by Dolores Utrilla

A few days ago, on 25 March 2021, the Court of Justice handed down its much awaited preliminary ruling in Balgarska Narodna Banka (C-501/18), a case offering the Court an optimal opportunity for the development of its case law on the legal value and the mechanisms of judicial review of EU soft law.
