Op-Ed: “The Conference on the Future of Europe: Foiled Potential for a European Health Union?” by Thibaud Deruelle

In November 2019, the French and German Governments produced a non-paper prompting EU institutions to organise a Conference on the Future of Europe. The Conference would be a broad consultation including civil society (academia, think tanks, professional unions and organisations, etc.) and citizens. This bottom-up process was designed to achieved two goals. The first was to address – both through the organization of the Conference and its expected outputs – the democratic functioning of the EU, including European elections and the moribund spitzenkandidat process. The second was to focus on policy priorities, with the plan to make use of the German presidency of the EU as well as the French one to bookend the process. The Covid-19 crisis
