Council of Europe launches updated free e-learning course on ECHR and ECtHR
The Council of Europe has launched an updated version of its free e-learning course on the European Convention of Human Rights (ECHR) and the European Court of Human Rights (ECtHR).
The course has been developed by the Council of Europe HELP Programme, in close cooperation with the Department for the Execution of the Judgments of the ECtHR of the Council of Europe. This version of the course was partly produced with the financial support of the EU and the Council of Europe. For the first time, this HELP course includes an entirely new module on the execution of the judgments of the ECtJR.
The course is primarily addressed to all legal professionals and justice professionals, interpreted broadly. It can also be used by other public authorities, including national human rights institutions, law-enforcement, parliamentary staff, public administration staff, and so on. It can be a great resource for university students or civil society organisations, and in general for anyone who wishes to be introduced to the human rights protection system established with the ECHR.
The course consists of three substantive modules:
- Module 1 (Introduction to the ECHR) tackles the structure of the ECHR, the interpretation of the ECHR, and the meaning and effects of the ECHR within national legal orders.
- Module 2 (Introduction to the ECtHR) addresses the structure of the ECtHR and the submission and the processing of applications before the ECtHR.
- Module 3 (Execution of the Judgments of the ECtHR) explores the means of supervision of the implementation of ECtHR judgments, as well as the execution of ECtHR judgments.
The course is publicly available on the HELP online platform, which is accessible at http://help.elearning.ext.coe.int/.
